Under administrative direction, directs, manages, supervises, and coordinates the activities and operations of Finance Department including professional accounting functions, and preparation of financial statements and reports. Assigns, supervises, and reviews the work of professional and office support staff, coordinates assigned activities with other divisions, departments, and outside agencies; provides highly responsible and complex administrative support to the Finance Director; and serves as second in charge of the Finance Department and acts as the Finance Director in his/her absence.

Works under the general direction of the Finance Director.

SUPERVISION EXERCISED

Exercises supervision over accountants, customer service representatives, contractors, and other personnel as assigned. This includes but is not limited to; issuing and overseeing assignments, evaluating employees, issuing disciplinary warnings and action, and reviewing time off and payroll requests.

ESSENTIAL DUTIES AND RESPONSIBILITIES

• Manages the oversight of the central computerized financial and management information system of the City.
• Provide responsible staff assistance to the Finance Director; conduct a variety of organizational studies, investigations, and operational studies; recommend modifications to departmental programs, policies, and procedures as appropriate.
• Determines work procedures, preparing work schedules, and expediting workflow; Studies and standardizes procedures to improve efficiency and effectiveness of operations.
• Manage and participate in the development and implementation of goals, objectives, policies, and priorities for assigned programs; recommend and administer policies and procedures. Plan, direct, coordinate, and review the work plan for Finance Department employees, assign work activities, projects, and programs; review and evaluate work products, methods, and procedures: meet with staff to identify and resolve problems.
